This http://persistctrlmgr.sourceforge.net/ initiative looks at face value that it may have similar goals to what was described in the feature request.
It very early day's with it - 0.1 - but perhaps it may be worth a look?

The banner description is as follows:
"The Persistence Control Manager (PCM) is responsible to decide when persistence data of an application can be loaded from a device and when persistence data can be written to a device. In addition, PCM defines where persistence data of an application is located.
