This http://persistctrlmgr.sourceforge.net/ initiative looks at face value that it may have similar goals to what was described in the feature request.
It very early day's with it - 0.1 - but perhaps it may be worth a look?
The banner description is as follows:
"The Persistence Control Manager (PCM) is responsible to decide when persistence data of an application can be loaded from a device and when persistence data can be written to a device. In addition, PCM defines where persistence data of an application is located.
PCM is developed for the automotive industry in the context of the GENIVI Alliance to reflect the special demands for persistency during system start-up, during run-time and in the case of system shutdown.
