This commit is just to correct the package's license information.
Since the original license information in SPEC is wrong, 
it doesn't mention GPLv3 but it contains GPLv3 code such as "which" and "lscpu".

Please route anything regards GPLv3 to me or it will conflicts with my
change. This kind of license change shouldn't be done since Anas
refused to touch the license tag before we have all the GPLv3
modification published.
