If you would like to become maintainer of a core module (say GeoClue),
there's a well-defined path to that - the first step is downloading the
source code, compiling it, implementing a feature or fixing a problem,
and submitting a patch. It doesn't happen overnight.
There are some modules where the maintainership & "ownership" in some
sense lies with Intel or Nokia - oFono, ConnMan, BlueZ, Qt. In the case
of Qt, historically it's never happened that someone outside Trolltech
became a maintainer, so perhaps the path to maintainership isn't so
clear, or perhaps there has never been any sufficiently sustained
contributions from an individual outside the company. Perhaps both these
things are true, and related.
