You'll need to pose this question on meego-kernel and get an opinion
from the kernel maintainers (Arjan, etc.) if you really wanted to propose
this change.

I believe that we deliberately set up just one kernel list as a 
conscious decision to keep the patches and the discussion on the 
same list. Personally, I think that at the kernel level, especially,
that all of the discussions and patches should be on the same list, so I'm
not a fan of having a separate list for patches.
