Ok, then what is ospm for?  Shouldn't the kernel driver properly control
the C states without any need for userspace's involvement?

Isn't that the case for the cpuidle drivers in the kernel today?  You
load the one you want to have controlling your processor based on your
needs, and away you go.

Or am I totally mistaken here?
