Regardless of the semantics, "INVALID" means "the reporter did something
wrong", and as such it should be used very, very sparingly.

Often, NEEDINFO is the more appropriate next stop (as in, "I don't
understand your report, perhaps you could elaborate on what you mean by
'...'?").
