That's a stupid question. Bugs aren't there intentionally to keep you from
working.
The files are there, the tools are there. That's open.
The fact that they are buggy is completely separate. Do not mix "open" with
"works out of the box". The tools were released unto the open before they were
bug free. I call that open.

By fixing the bugs.

From what I remember from the IRC discussion, the wiki procedures were
correct, but the files and URLs moved. So the procedures need updating.

Probably no one is working on that, but working on other things.
