this is a release engineering task and I can drive the right people to
keep these restrictions on acceptance of changes, no translator should
be directly worried about this.
I realize that there is uncertainty and people don't like seeing their
changes lost, but the best bat that I can hit bad developers with over
the head is a case of
-you-lost-hundreds-of-translation-strings-because-of-this.
