There was an announcement posted about this a few days ago:

The libsocialweb POT file was posted to Transifex a while ago, thinking 
that there were some MeeGo-specific strings included.  However, further 
investigation revealed that MeeGo is using vanilla, upstream 
libsocialweb.  This is why the resource is "locked".

Note that MeeGo translation work for libsocialweb is still encouraged, 
but please contact the libsocialweb maintainers [1] to see how you can 
integrate your translations into MeeGo.
