If I remember correctly, all 9 layouts are enabled by default in current
Meego (this has been changed to only English in our development
version). In normal use, only the layouts that the user actively uses
should be enabled. This typically means that the user has 1-3 layouts,
and can thus switch to any given layout in 1 swipe. 
I believe Meego Handset and Meego Tablet allready includes
meegotouch/duicontrolpanel which allows the user to configure this.
Vendors shipping products to end-users are expected to set a good
default as well.

Feedback about currently active language should be given via the
transistent popup ("English (UK)") any time the language changes or the
keyboard is brought up. If there are cases you don't get this feedback
but you expected it, please file a bug.
