RPM is not a DEB format where every packager can re-invent the wheel.
Maintenance of several files spread around source package neither

Fathi, you're trying to make DEB package out of RPM spec, which is
counter productive.
Please, forget about debian and try to follow packaging guidelines and
conventions.
For transition, there are other ways rather than trying to squeeze
debian into RPM without learning new environment.
