[meego-packaging] Mark FEA# resolved/fixed once feature complete

Feature owners can have multiple submissions consequently for a given feature (always providing the same FEA# ID). That's the way of "Release early, release often." 
Feature owners should set the feature as RESOVLED when the feature can be deemed feature complete in Trunk, just like what we do against a bug. 
If you can't do that, it's permission issue, please send mail to Wan, Shuang(cced) to grant you permission.
