[meego-packaging] Meta-information embedded in patches applied to MeeGo packages

Hi,

I would like to propose adoption of DEP-3 guideline in MeeGo packaging guidelines.
DEP-3 is adopted by Debian and Ubuntu: http://dep.debian.net/deps/dep3/

It formalizes a set of meta-information to be embedded in patches applied to packages.

My use case:
I'm packaging a new release of $package and I need to review the patches previously applied.
In the spec file, I found the following comment: "MeeGo local tweaks, submitted to upstream"
In the patch, I don't find any comments.
In the changes file, I found this entry: "rewrite INV_PREMUL to fix a glass jaw on Atom"

It could be nice to formalize all these information in a single place, the patch header:
- patch description
- patch Author
- MeeGo bugzilla number if applicable
- upstream bug number if submitted

In the use case, upstream bug number is lacking and maybe a long description.
