Well all software files, modules, and even packages are covered automatically by copyright since software is a type of writing. The key for distribution of these files is assigning the right copyright to the right code. So I would say Fathi is right in this case; all the source code inside the packaging tools package, and any other package, would have to have the correct and complete attribution of copyright to author - otherwise how do you know how the code is licensed and if you can distribute it?
