[meego-packaging] Spectacle: invalid .spec file created for python packages

Actually, at first we did add all the special stuff for other distros in output .spec by default.
But it really would bloat the .spec, especially for MeeGo. As spectacle mainly being used by MeeGo,
it would be a better solution to clean up them and using 'SupportOtherDistros' to open them.
