cc'ing meego-packaging, which is the right place to discuss it.

IMHO, it's acceptable to open a bug report with a detailed description for a package update.
http://bugs.meego.com/show_bug.cgi?id=7235 is an example.

Hello,

For some of the packages I maintain in Meego Core, most of its bugs are
not reported
in bugs.meego.com, but as we need at least feature requests in bugzilla
so we can
proceed to submit request in OBS, I was wondering if it is ok I open
bugs with a report
attached detailing the latest changes and improvements for a package update.
