That is the case for many packages and should not be the only reason for putting a package in the candidate drop list.
sw-updater is probably a proof of concept, based on yum I guess, not sure if we have abandoned that completely and what the alternatives are for updating the kernel...
mlocate: I agree with arjan, this is a development package
fribidi, not sure how RTL languages are handled today, but that was always needed for arabic and hebrew, would check requirements and see how we actually handle those languages.
clutter-qt is hmmm, interesting package name :)
