Yes, seems core OBS API is down once again. 
(Seems since around Fri Aug 19 00:46:56 UTC 2011)

You can check this yourself easily:

I'll be filing a new bug as 22134 basically revolved around the weekend downtimes. Regarding those there should have been an attempt to fix them (see recent mailing list posting by Andrew(?)) and we should find out tomorrow if it was successful.
