[meego-packaging] submit a package to Trunk:IVI

Resending now that I'm subscribed to the list
Johannes is the assigned package maintainer.  We need to give him the tools, knowledge and access to submit the package to Trunk:IVI

Johannes is assigned to submit the package to TRUNK:IVI and then the release engineer will accepted it.  But Release Engineering has not be able to explain or enable Johannes to submit the package.

The bug is assigned (to Joel) - looks like he just needs to allocate a 
resource to finish the integration.
