[meego-packaging] Enable armv7hl (armv8el scheduler) in Trunk:non-oss:Testing

"still"? Trunk:Testing just finished building yesterday..
And the latest daily does not even have oss yes, what we have there are just the -arm packages right now.

This all is coming soon enough.
