I guess we were giving confusing information so I updated that to

"MeeGo QA reports is test reporting application for anyone testing MeeGo."
and
Access to publish MeeGo QA reports is provided on need and request 
basis. If you need access please file a request at MeeGo Quality 
Assurance > Others (at bugs.meego.com)
