I agree.

You might find the proposal we're going to put in place for Maemo
useful: there are some things specific to the way Maemo official &
unofficial docs are distributed, but in general it's similar to your
proposal here.

One thing is that we've found that API docs bugs need to get fixed in
code, by developers, so they need to be reassigned to the individual
package, rather than stay in a generic documentation product.
