Yes, you are right: when we were presenting the Maemo 6 security architecture, the "normal" and "developer" mode were introduced. 

Regarding to MeeGo, the question of having the different modes allowed or not is up to a concrete device manufacturer and not up to the MeeGo OS or MeeGo security framework. In case of Nokia and MeeGo Harmattan, the two mode approach is valid and will be present.

Maemo 6 Harmattan was proposed to have a security framework with open
and closed modes, or I think later called normal and developer modes.

Now that Meego is on the scene, will Meego-Harmattan or Meego 1.2
offer two modes an open mode and DRM closed mode?
