Applet support and the closely related "application extensions", which
uses much of the same functionality, is a feature offered by
libmeegotouch. The API provided allows applications to for instance
embed a container for applets, and libmeegotouch then handles all the
dirty details of communication and input translation between the applet
and the hosting application. This is still quite experimental.
MeeGo Touch Home has the possibility of adding applet or application
extension support because it's using libmeegotouch. However, for the
MeeGo 1.1 release the applet feature has been dropped from the Home
application in order to better focus on the core use cases.
