"NB" stands for "Nokia Bug". They live in projects.maemo.org bugzilla. 
So only Nokia employees and subcontractors can see them. The reason for 
that access restriction is that most of them contain some information 
about unreleased Nokia devices (such as what prototype hardware version 
was used to reproduce the bug, etc) and other Nokia confidential 
information.

I don't know what this "BMC" you're talking about means.

As for your last question, the answer is probably "yes". That makes me 
wonder if it makes sense to announce fixes for Nokia bug reports in such 
a wide distribution (MeeGo) list since only people with access to 
projects.maemo.org bugzilla can see the corresponding bug reports.
